Broadband speed issues

Not sure where to post this so please bear with me. When doing a speedtest on my PC my download speed is 13mbps but when i run the same speedtest with my smartphone the d/load speed is 35mbps.
Why is there such a big difference?

i know my old xp was limited even with direct hookup to router , newer pc is much faster.
is smartphone on a different provider.

it could be down to the throughput capacity of the network card/wifi on your computer.
