What is the cheapest box option for me to share (externally) card details

I was looking @ a DM500s would this do the job ? Would the host pc need to be on 24/7 for external boxes to be able to receive ??

how can details of a card be put on a server ? as sometimes your isp might go down and this is not good for obvious reasons :-)
