I'm no CCNA but I'm an IT Engineer Microsoft Qualified. I agreed. I used to work for Telwest 10 years ago. User's hacked their modem to allow unlimited speeds by editing their DOSIS file I think. They were all banned for a month and made to pay for the banned month. This hack was discovered with 2 weeks.
