He had the same problem with an iPad Mini 5, and solved it by using the "restore" from iTunes using a lower grade Lightning to USB A cable.
So the whole process I went through (in case something else in that blob also contributed) was:
I had my Windows 10 PC turned on for a long time, when I plugged in my iPad using the expensive official Apple USB-C to Lightning cable (2m length).
iTunes on Windows said I had updates. I told iTunes to go ahead installing.
Update failed, leaving the iPad in a state where all I could do was reboot it and all it had on the screen was the picture of the cable and the link
If the Restore screen appears on your iPhone, iPad, or iPod touch - Apple Support
iTunes told me the update failed, and gave me the options to try the update again or restore.
I selected Update. It failed with error 4013.
I then selected Restore. Also error 4013.
I uninstalled and reinstalled iTunes, followed by rebooting the PC.
I rebooted the iPad.
I connected the now rebooted but still useless iPad to the PC.
Repeat of steps 5 and 6 with still error 4013.
I went to a Windows 11 PC using the same Apple USB-C to Lightning cable.
On the Windows 11 PC, the steps 7, 8, 9, and 10 happened again.
I rebooted the iPad again.
I rebooted the Windows 11 PC (again).
I connected the iPad Mini 5 to my cheap three metre long USB A (not C) to Lightning cable (I got said cable from Amazon in 2017, but it looks a lot like the newer AmazonBasics cable with the much bigger stress reliever than on official Apple Lightning cables).
iTunes gave me the "Update" and "Restore" options again. I selected "Restore".
40 minutes later, I have a usable iPad again. The iPad however was back at factory defaults, but I'll take that over bricked.
EDIT: Restore worked, although the privacy settings and security stuff like my 2FA stuff didn't survive the update, similar to a restore from web (even though I had a passcoded local backup).
