I believe you need a heat gun to do a reflow and good quality thermal paste like arctic silver but the fix is not permanent.
It could last a few weeks or months maybe and you would have to repeat the process again.
Its a cheap fix (hence why noone should buy a second hand ps3) but a lengthy one as you have to take the entire ps3 apart.
There are a lot of videos on you tube on how to take the ps3 apart and how to do the reflow, dont scratch the traces on the motherboard though!
