In the pic where it says "149 updated packages available" does that imply plugins or something else ?

It will be for various plugins and software on image before you do it make sure the box is supported by the image you're using or you may brick it

Yes only update if you have support box, if your running OpenVix then its any box listed on the World of Satellite website
